ACSL Ltd. (ACSL) hereby announces that ACSL, Inc., our U.S. subsidiary, has signed a Memorandum of Understanding (MOU) with Massachusetts-based American Tower Corporation (ATC), on October 3, 2025, local time, for a strategic partnership to promote the implementation and utilization of drones in critical infrastructure industries in the U.S. market.

■Reason and details of the MOU
Policies related to economic security and environmental considerations are accelerating in the global drone market. In the U.S., the National Defense Authorization Act (NDAA) prohibits government procurement of Russian and Chinese drones. In addition, DJI, Chinese drone manufacturer, has been designated by the U.S. Department of Defense as a “China Military Enterprise” from October 2022. In this market environment, ACSL believes that it is possible to formulate a positioning based on the keywords “economic security”, “enterprise support”, and “application-specific”.
Against this background, ACSL established a U.S. subsidiary, ACSL, Inc. in California in January 2023 to meet the growing demand for secure, versatile, and high-performance small aerial drones. In January 2024, ACSL, Inc. began full-scale sales in the U.S. and in October 2024, we received an order for 500 SOTEN drones from our distributor, Exertis Almo^*. Furthermore, by developing products tailored to the needs of U.S. customers—such as the smart controller “TAITEN” and the high-resolution infrared camera “SAMO” for SOTEN—ACSL is steadily strengthening its presence in the market.

ATC, the largest tower operator in the United States, owns and operates over 42,000 communication infrastructure sites domestically and approximately 150,000 sites across 22 countries worldwide. As a key player in building and maintaining global communication networks, ATC plays a vital role in supporting connectivity across regions.
Under this strategic partnership, ACSL will provide and sell its drone products and related optional items to ATC for use in infrastructure inspection applications. ACSL will also share product development information with ATC to gather timely feedback and industry insights. Through pilot deployments, ATC will offer operational feedback to ACSL, contributing to product improvement. Furthermore, the two companies will jointly engage in product testing and marketing initiatives to promote the adoption and expansion of ACSL’s drone solutions in the U.S. market.
ACSL, Inc. and ATC will leverage their respective strengths and expertise to further expand the use of drone technology in critical infrastructure industries.
