• ACSL has been approved to participate in the Japan–Ukraine Drone Cluster (JUDC), an industrial cooperation platform scheduled to be established in May 2026, through its membership in the Ukrainian Chamber of Commerce in Japan (UCCJ).
• Through this participation, ACSL will acquire the latest drone-related knowledge, including advanced AI and operational expertise accumulated in Ukraine, and will create opportunities for interaction with domestic and international companies that may lead to future collaboration. The Company will conduct activities aimed at technical research and the exploration of potential partnerships.
• By leveraging the JUDC framework to connect Ukraine’s accumulated technological and operational expertise with ACSL’s airframe technologies, the Company will promote product advancement, value creation in defense and dual-use domains, and strengthen the competitiveness of domestically manufactured drones.

ACSL Ltd. (ACSL) hereby announces that it has been approved to participate in the Japan–Ukraine Drone Cluster (JUDC), an industrial cooperation platform scheduled for establishment in May 2026, through its membership in the Ukrainian Chamber of Commerce in Japan (UCCJ).
JUDC is a cluster being prepared under the leadership of UCCJ with the aim of enhancing drone technologies and industrial foundations that are non-China-dependent and aligned with security requirements in dual-use fields such as disaster response, infrastructure, and defense. In addition to offering opportunities for business matching, technology working groups, and joint discussions, the cluster is expected to provide access to both technical and regulatory insights that are difficult for Japanese companies to obtain independently, including identification of regulatory challenges and discussions on demonstration frameworks.
ACSL’s purpose in joining the cluster is “technology research and exploration of collaboration opportunities,” and no decision has been made as of today regarding individual product supply or similar matters.

■Background
In Ukraine, rapid cycles of prototyping, mass production, field deployment, and refinement have driven significant advancement in drone technologies. Diverse expertise has been accumulated in areas such as FPV drones, AI utilization, autonomous control, anti-jamming capability, and operational log design.
In Japan as well, with the growing importance of domestic drones in public domains such as disaster response, infrastructure maintenance, and defense, further strengthening of the industrial base—including mass production, real-world deployment, and regulatory operations—has become increasingly vital.
Against this backdrop, preparations for JUDC are underway as a framework to connect Japan’s high-quality airframe technologies with Ukraine’s advanced AI and operational expertise, thereby supporting product advancement and strengthening future domestic production and supply systems.
ACSL has been approved for participation through its membership in UCCJ, with the aim of applying the knowledge gained through the JUDC framework to product development, technology refinement, and collaboration studies.

Under its medium-term plan “ACSL Accelerate FY26,” ACSL aims to become a “trusted global manufacturer supporting safety and security” and has set six strategic priorities. This initiative contributes to two of them: “Drone evolution with advanced technologies” and “Contribution to defense and security.”
JUDC is expected to function as:
・an opportunity to access the latest operational expertise,
・a point of contact for technical and regulatory insights difficult for a single company to obtain on its own, and
・a platform that promotes integration among AI, operational, and airframe technologies.

By leveraging these opportunities, ACSL will promote the enhancement of its products, expansion of its technology domains, and the strengthening of competitiveness in defense and dual-use areas.
